Produced by the League of Arab States and Microsoft: Launching of the Arab Centre of Intellectual Property


The League of Arab States, Microsoft Corp. and Khasawneh & Associates (An affiliate KSLG) announced the launch of the Arab Center for Intellectual Property, an online portal that will provide a central platform for sharing best practices and legal resources on intellectual property in the Arab region. The site aims to assist the Arab region in its efforts to promote the protection of intellectual property by providing a central database on intellectual property and issues related to Internet crime in the region, including a complete collection regional laws and regulations, treaties and international agreements and the jurisprudence on Intellectual Property in use throughout the Near East.
"Intellectual property can play an important role in the development of knowledge-based economies across the Arab world," commented Ms. Maha Al Bakheet, Head of Unit Intellectual Property for the Arab League. "It is essential that decision makers have data and firm guidance on how best to fight against piracy and protect intellectual property, and the Arab Center for Intellectual Property is an essential step towards this common goal."
The Arab Center Property IP is part of a broader initiative by the Arab League, Microsoft and Khasawneh & Associates to go beyond industry and hearings under the law, to teach students the value of intellectual property. According to a recent survey, the rate of software piracy was estimated at 60%, giving an indication of the challenge faced across the region. In Algeria, the piracy rate is estimated at 84% according to the Business Software Alliance (BSA). "Software piracy and counterfeiting undermine the prospects for consumers, businesses and economies in the region. Microsoft is committed to working for a reset Regional Intellectual Property, "said Dale Waterman, anti-piracy lawyer from Microsoft for the Middle East and Africa." The partnership with the Arab League and Khasawneh & Associates an important step forward. "
The Director of Legal Affairs for Microsoft Middle East and Africa, Dina Founes, added: "Together, we adopt a coordinated and comprehensive approach to protecting intellectual property against piracy and cybercrime in the region. This is part of Microsoft's continued effort to support economic development sustainable in the booming economies of the Middle East and to help provide a safer environment for the public. "
The lack of common procedures and cross-border integration is one of the major challenges in the region. This fact makes limited access by governments, industry and enforcement of the law to case law, information on the distribution of counterfeit goods, trends and best practices, which therefore affects negatively the ability to enforce intellectual property rights and the effective fight against the crimes of piracy and cybercrime.
